# Bulletin Voting

Unanimous consensus is required for Emissary Votes. When every participating EP selects the same option, a vote is considered unanimous. Emissary Votes without full participation are unanimous as long as all participants vote the same way. When an EP is unable to vote, they must provide a rationale no later than 48 hours after a vote ends. EPs can officially abstain by selecting the 'Abstain' option.
